WMSU Technical Experts Tapped in Salaan Landfill Project

Western Mindanao State University (WMSU) experts have been tapped to assist during the planning and in implementation of the Salaan landfill project in Barangay Salaan, Zamboanga City. WMSU’s participation in the project is part of its extension mandate.

The Salaan project, a priority of the city government, aims to construct/establish a sanitary landfill to respond to the increasing challenge of ensuring effective and efficient solid waste management in the city.

A Design and Build Committee, headed by then Mayor Celso L. Lobregat, was formed on April 12, 2012 through Executive Order No. 448-2012. WMSU’s representative, Engr. Jihan Hashim Adil was a member of the committee together with other technical experts from other agencies, highly-skilled in the field of environmental management and architectural engineering and construction.

Adil is the head of the Department of Environmental Engineering of the university’s College of Engineering and Technology and Assistant Director of the Special Programs and Projects office, which is headed by Dr. Gloria G. Florendo.

Moreover, an Environmental Impact Assessment Review Committee (EIARC) working closely with the Department of Environmental and Natural Resources-Environmental Management Bureau IX was formed. The committee conducted a Review Environmental Impact Assessment report which was prepared by the City Environmental and Natural Resources Office which aims to determine the effects of the landfill facility on the people and the environment. If effects are ascertained, proper recommendations will be made to the city government.

The following WMSU personnel were appointed as members of the committee: Chairman-Engr. Ilde B. Deloria (College of Engineering & Technology faculty member); Dr. Jihan H. Adil; Mr. Francis Jumala (College of Social Sciences faculty member); and Forester Roberto E. Quibilan (College of Forestry and Environmental Studies faculty member).

As part of the process of securing a certification of environmental compliance commitment (ECC) for the project from DENR-EMB IX, the WMSU technical experts and other partners from other agencies proceeded to enlighten the public on the project’s pros and cons during public consultations.

WMSU, through Dr. Adil, also assisted in ensuring that the bidding documents for the construction of the facility reflect the appropriate specifications.

On April 2, this year, then Mayor Lobregat issued Executive Order No. CL-500-2013 creating a multi-partite team to monitor the implementation of Salaan Landfill Project. The following WMSU personnel have been tapped to be part of the team: Dr. Jihan H. Adil, College of Agriculture Dean -Dr. Eriberto D. Salang and College of Forestry and Environmental Studies Dean-Prof. Dino Sabelina. (WMSU-Special Programs and Projects Office)
