“Be a problem-solver, be a peace-builder”.  A favorite quote being used by Dr. Milabel Enriquez-Ho whenever she gives a message in any peace building activity.  A prime-mover of peace building motivated by service, Dr. Milabel Enriquez-Ho, the President of the Western Mindanao State University was awarded as One of the Outstanding UNESCO Club Educators during the Y4U 2018. Dr. Ho is a nurse-educator who has spent almost four decades in government service serving the people of Zamboanga City located in Zamboanga Peninsula and assumed the presidency in 2012. Because she believes that peace education is transformative, her commitment to peace building inspired her to bring the peace education in the different communities thru its academic programs, making sure that the marginalized sector is given opportunities where they can nurture peace and have that sense of a community. Its peace education program centers on activities that promote the knowledge, skills and attitudes that will help people either to prevent the occurrence of conflict, resolve conflicts peacefully, or create social conditions conducive to peace.

Thru her leadership, the Peace and Human Security Institute which is the first peace institute in Western Mindanao and under her office, has soared high, making its presence more felt in the outside community by providing peace education, training and advocacy in partnership with other stakeholders in peace building and remains to be one of the most sought-after peace educators in the region.

The Peace and Human Security Institute was vital for the formation of the Peace Mediators Club, the first to be accredited in Western Mindanao by the National Association of UNESCO Clubs in the Philippines.

As President of the University, Dr. Ho has been very supportive of UNESCO goals that facilitated the attendance of the Peace Mediators Club in the annual assembly of UNESCO Clubs in the Philippines. She supports all its endeavors especially on peace building activities, be it in the university or outside the university. (Ludivina Dekit, PHSI)

Recognized for being an eco-friendly and sustainable university, Western Mindanao State University (WMSU) pushes for energy sustainability through the use of solar power technology. WMSU officially launched the 200KW Renewable Energy Solar Facility on August 14, 2018 at the Dr. Juanito Bruno Gymnasium.

Engr. Richard O. Lizardo, project leader of the installation of solar facility, is a professional electrical engineer. He has been practicing his profession for 24 years and his expertise include designing of electrical power system and its construction and installation. He currently sits as the chair of the WMSU Electrical Safety Audit team. He served as a regional governor of the Institute of Integrated Electrical Engineers of the Philippines, Inc. in 2012-2013. He was a Committee member of the Legislation and Legal Affairs Committee (LELAC) who crafted the Proposed Electrical Engineering Law.

He was a Committee member of the Legislation and Legal Affairs Committee (LELAC) who crafted the Proposed Electrical Engineering Law.

WMSU President Dr. Milabel Enriquez Ho said that this project will not only reduce energy costs associated with powering the University’s facilities, but will help WMSU achieve energy sustainability and self-sufficiency in the future. “The installation of this P25 million worth renewable energy facility affirms our commitment in helping the government accelerate the exploration and development of renewable energy resources,” Dr. Ho said. What is even greater to this cause is that the University can help mitigate the effects of climate change through the use of clean or “green” energy. It will also contribute in lessening the country’s dependence on costly imported fossil fuels.

Engr. Bernardo F. Fabula President of Equator Energy Corporation delivers a speech during the turn-over ceremony of the solar power technology, August 14, 2018.

The University currently houses 740 panels at 270 watts per panel installed on the rooftop of the Dr. Juanito Bruno Gymnasium. It has eight units on-grid type inverter rated 25 KW, 400v, 3 phase, 60cycle.

Engr. Richard O. Lizardo, PEE, project head of the implementation of the solar facility, in an interview said that the solar panels were designed as a grid-tied system, where the energy generated from the solar panels complement with the base load power supply received from Zamboanga City Electric Cooperative or ZAMCELCO, the city’s power distributor. The energy harvested from the solar panels can be directly used by all energy-consuming devices such as lights, air conditioning units, computers, and other appliances.

He also underlined the importance of having a grid-tied system than an off-grid system. An off-grid system is not connected to the electricity grid and therefore requires battery storage. “The high cost of batteries and inverters means off-grid systems are much more expensive than on-grid systems and are more appropriate for remote areas that are far from any electricity grid,” said Lizardo. It also requires a huge space as storage of the batteries. These batteries are also not eco-friendly and may pose danger to our health. Engr. Lizardo also explained that even if the facility is grid-tied, it still can be used through a generator set with very minimal consumption of fuel.

Since we are using an on-grid solar facility, the University can also earn through the net metering scheme, added Engr. Lizardo. “The excess power generated from the solar photovoltaic (PV) will be sent back to Zamcelco’s grid and will be distributed to the consumers,” Lizardo said. In effect, the University is able to generate savings by offsetting electricity bills and can also generate income through the net-metering system. The net-metering is a non-fiscal incentive mechanism fully implemented under the Renewable Energy Act of 2008, however, currently Zamcelco has no capacity of implementing the net metering system yet.

The University has already saved at least P400,000.00 in electricity bill for the month of August as confirmed by the Finance Department. This means that the University can save at least 3 million pesos in a year, depending on the amount of energy harvested by the solar panels, considering the types of weather we experience.

The university aims to have more solar power technology projects including the installation of an additional 400KW solar PVs worth P50 million to be installed on the rooftops of the following buildings: Executive Building, Library, College of Nursing, College of Science and Mathematics, College of Asian and Islamic Studies, and the remaining portion of the gym’s rooftop. This project is now under procurement process according to Engr. Lizardo. (Liezel M. Parreño, WMSU-PAO)

The Western Mindanao State University (WMSU) through the Western Mindanao Agriculture, Aquatic and Natural Resources Research and Development Consortium (WESMAARRDEC) successfully celebrated the ZamPen Native Chicken FIESTA atbp. last July 10-11, 2018 at WMSU campus grounds.

The event was intended to promote not only the ZamPen Native Chicken but also matured Science and Technology (S&T) generated by the consortium’s researchers through technology matching, product promotion, and stakeholders’ forum in order to improve its visibility and marketability both in the local and international fronts. Farm and Industries Encounters through the Science and Technology Agenda or FIESTA for brevity, is a modality that aims to bridge flow of technology not only to the farmers but also to the country’s micro, small and medium scale industries.

In her speech, USec. Brenda Nazareth-Manzano, Undersecretary for Regional Operations of the Department of Science and Technology (DOST), commended WMSU and WESMAARRDEC for hosting the said activity. “The ZamPen FIESTA is a way to strengthen and sustain linkages, as well as forge new partnerships to effectively promote and bring technologies to the intended beneficiaries,” said Usec. Manzano. She also reiterated the importance of coming up with the most effective and marketable technology, and of sustaining efforts to increase the reach of R&D outputs through technology transfer and commercialization.

For his part, Dr. Reynaldo V. Ebora, Acting Executive Director of Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (PCAARRD), pointed out that S&T outputs are meaningless if not adopted by farmers. He encouraged the participants to take advantage of ZamPen native chicken technology.

Dr. Teresita A. Narvaez, WESMAARRDEC director and concurrent vice president for resource generation of WMSU, spearheaded the presentation on ZamPen native chicken production. She gave a discussion on its marketing and cost return analysis. She added that from the original 42 farmer-cooperators from Mindanao who adopted the ZamPen native chicken technology, the number rose to 50 plus farmers from as far as Isabela province. Along with her are other researchers from the College of Agriculture, Dr. Rafael T. Baguio who talked about the range management and feeding system, and Ms. Ma. Jocelyn E. Cuadra who gave an overview of ZamPen native chicken production.

On top of the ZamPen native chicken, other technologies were promoted through a techno-business forum. These include itik-pinas production and balut vending discussed by Dr. Synan S. Baguio (DOST-PCAARRD); rubber root trainer technology by Mr. Ernie C. Camacho from the Department of Agriculture-Regional Field Office-IX (DA-RFO-IX); mushroom production discussed by Mr. Orlando O. Telmo (DA-RFO-IX); and, coral transplant technology by Mr. Arthur Panganiban (ZSCMST).

A technology and business matching/consultation followed after the presentations. The consultations aimed to better equip interested takers of the technology with knowledge on the commercial potential of the technology at hand, its profitability, including management and production options.

A symposium on Agriculture, Aquatic, and Natural Resources (AANR) R&D was also held on the second day where student-researchers from different junior and senior high schools in the city presented their researchers.

Themed “WESMAARRDEC Partnership: Showcasing S&T Work at its Prime”, the FIESTA hosted several contests such a photography, poster making, field demonstration, and culinary. An exhibit dubbed as “Tiangge de FIESTA” was also held at the WMSU Covered Court which featured other agricultural commodities from member-consortium.

The ZamPen native chicken FIESTA was graced by dignitaries from WESMARRDEC’s partner agencies such as the Department of Agriculture (DA) and Bureau of Fisheries and Aquatic Resources (BFAR). Also present were Hon. Jose Manuel M. Dalipe- District 2 representative, Dr. Milavel D. Nazario- President, Zamboanga City State College of Marine Science and Technology (ZSCMST), Hon. Martin A. Wee- Regional Director of DOST-IX, WMSU officials and students, as well as local and national media.  (Liezel M. Parreño, WMSU-PAO)

Carrying the theme “Capacitating Researchers, Scientists and LGUs towards Sustainable Socio-Economic Inclusiveness”, the research forum was participated to by faculty and students from various ESUs. The forum was composed of two categories: professional and student category, and was divided into two strands: social science and science & technology (S&T) strand. The researchers were also given the chance to exhibit their posters and to expound on their researches through oral presentation paneled by evaluators. A multi-stakeholder consultative meeting followed on the second day wherein various sectors including the local government units were present. The

University President Dr. Milabel Enriquez Ho, who had to attend to a different gathering of equal importance but sent her message through an audio-video presentation, said that she takes pride to see WMSU researchers come together to share their knowledge, competencies and products of labor to find solutions to the communities’ issues and concerns, and be a vehicle of socio-economic development.

Dr. Chona Q. Sarmiento, VP RESEL, emphasized that the research forum is a testament of the University’s continuous aspiration to intensify the institution’s research culture among its constituents through a local avenue for research utilization and dissemination. “This year’s theme recognizes the vital role of the ESUs into various societal problems, in recommending possible solutions and appropriate policies to ensure research utilization,” the VP said. The 1st regional forum furthermore aims to capacitate ESUs research and development endeavors, publication and intellectual property rights.

The success of the 1st regional research forum is attributed to the OVP RESEL, Research Development and Evaluation Center (RDEC), Research Utilization, Production and Information Dissemination (RUPID), and the different WMSU-ESUs. Research forums are regularly conducted in the main campus for research sharing and to increase interest in research among faculty and students towards building a research culture in the university.

Engr. Marlon Grande (3rd from right) receives the award as 2019 Outstanding UNESCO Club Young Professional of the Philippine

Engr. Marlon C. Grande, a faculty member of the College of Engineering, was hailed by the United Nations Educational, Scientific and Cultural Organization (UNESCO) as Outstanding UNESCO Club Young Professional of the Philippines for 2019 during the culminating activity of the International Assembly of Youth for UNESCO (Y4U) 2019 held at the Eurotel Hotel, Angeles City, Pampanga on December 7, 2019.

Every year, the National Coordinating Body of UNESCO Clubs in the Philippines accepts nominations for outstanding young professionals, educators and local government units to acknowledge their individual contributions and recognize their influence in their respective institutions and communities. Engr. Grande was recognized for his relentless passion in advancing the thrusts of UNESCO in his field of endeavors.

As a peace advocate, Engr. Grande has engagements with UN-funded peace and human security-related projects which include the WMSU-UNICEF Zamboanga Education Project (2015-2016) at Masepla, Barangay Mampang, Zamboanga City. His involvement also stretched to Young Adolescent for Peace (2017) which also extended to some outskirt barangays in the city.

Engr. Grande was also part of the United Nations Development Programme  (UNDP) Research on Violent Extremism in the Region in 2018 and countless others engagement as facilitators and resource speakers on peace and human security sponsored by different UN agencies all through the Peace and Human Security Institute (PHSI) headed by Dr. Marcelina G. Carpizo as director.

“To be chosen and cited as an awardee this year is an honor I bring back to WMSU,” said Engr. Grande. “I believe it will further contribute to the credibility we portray to UNESCO and other UN agencies as the University of Choice for higher learning and that, as a young professionals, we can be at par with the rest of the young professionals in the country and ASEAN region,” he added.

When asked about how this recognition can contribute to the University, the young professional humbly answered “This award validates the competency of a WMSU faculty, which I only represent as a young professional among the many faculty members in this university who I believe can do better. I am inspired and have followed the footsteps of our University President Dr. Milabel Enriquez-Ho and PHSI Director Dr. Marcelina G. Carpizo (who were both formerly awarded the same)  to be at my best in every engagement that I do especially those partnership and engagements entrusted to us by UNESCO.” “I believe this will add more to WMSU’s already stellar credentials of responding to the sign of the times through the thrust of UNESCO,” he said.

“Apart from my personal advocacy to implement and realize UNESCO’s Sustainable Development Goals (SDG) in whatever I’m into, weather its research, extension or instruction, I intend to continue my journey through my active technical support to the WMSU-PHSI and its upcoming activities in the future,” said Engr. Grande referring to his plans on his project involvements. “This award is not an end in itself but rather a door or window to more opportunities to engage towards a more sustainable world,” the young professional said.

The award was personally received by Engr. Grande. With him during the ceremony were Dr. Ho who gave her welcome remarks for the event, and Asst. Prof. Ludivina Dekit, a UNESCO Club Board Member. Also present were Frederico Duke Magno and Saidi Yusup  Insang II, officers of the Youth Peace Mediator Club which was awarded for the 6th time as Outstanding UNESCO Club of the Philippine.
